However, as the digital and green transitions accelerate, many SMEs face challenges that hinder their ability to adapt. National strategies and support measures for businesses are essential in overcoming these obstacles, fostering smart and sustainable growth.<\/p>\n\n\n\n<p>Ovaj \u010dlanak istra\u017euje inicijative na dr\u017eavnom nivou u svrhu podr\u0161ke MSP-ima, lekcije iz uspje\u0161nih evropskih zemalja i izazove sa kojima se institucije suo\u010davaju pri sprovo\u0111enju regulatornih mjera podr\u0161ke.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Za\u0161to je nacionalna podr\u0161ka MSP-ima va\u017ena?<\/h2>\n\n\n\n<p>MSP-a su klju\u010dni aspekt ekonomske otpornosti, inovacije i zapo\u0161ljavanja. Me\u0111utim, izazovi sa kojima se suo\u010davaju \u2013 od regulatornih pritisaka do ograni\u010denog pristupa finansijama i ljudskim resursima \u2013 dodatno se pogor\u0161avaju u eri digitalne i zelene tranzicije. Svakako, dr\u017eavne institucije mogu igrati klju\u010dnu ulogu u podr\u0161ci MSP-ima kroz:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30)\"><strong>Pru\u017eanje finansijske podr\u0161ke<\/strong>: Besprovratnih sredstava, poreskih olak\u0161ica, kredita prilago\u0111enim projektima zelene i digitalne transformacije.<\/li>\n\n\n\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30)\"><strong>Unapre\u0111enje okvira<\/strong>: Pojednostavljenje procesa kako bi se smanjila administrativna optere\u0107enja i pove\u0107ala konkurentnost na tr\u017ei\u0161tu.<\/li>\n\n\n\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30)\"><strong>Podsticanje inovacija<\/strong>: Kreiranje programa za podsticanje istra\u017eivanja, razvoja i digitalne primjene.<\/li>\n\n\n\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30)\"><strong>Unapre\u0111enje v<\/strong><strong>j<\/strong><strong>e\u0161tina i obuke<\/strong>: Omogu\u0107avanje pristupa programima za prekvalifikaciju i unapre\u0111enje vje\u0161tina, posebno za digitalne kompetencije.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Nacionalne inicijative &#8211; Uspje\u0161ne pri\u010de<\/h3>\n\n\n\n<p>Kroz nekoliko narednih primjera, mo\u017eemo da vidimo mjere podr\u0161ke za tranformaciju MSP-a.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Gr\u010dka<\/strong> &#8211; Odvaja oko 20% sredstava iz svog fonda za oporavak i otpornost (RRF) podr\u0161ci MSP-ima. Klju\u010dne inicijative uklju\u010duju:<\/h4>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30);padding-right:0;padding-left:0\">Poreske olak\u0161ice za zelene i digitalne investicije u materijalnu i nematerijalnu imovinu, koje direktno podsti\u010du ulaganja u moderne digitalne tehnologije.<\/li>\n\n\n\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30);padding-right:0;padding-left:0\">Reforme za smanjenje administrativnih optere\u0107enja, sa obzirom na to da se 85% gr\u010dkih preduze\u0107a suo\u010dava sa slo\u017eeno\u0161\u0107u administrativnih procedura, dok 87% izra\u017eava pote\u0161ko\u0107e sa snala\u017eenjem kroz brzo promjenjivo zakonodavstvo.<\/li>\n\n\n\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30);padding-right:0;padding-left:0\">Programi za digitalnu transformaciju, koji nude poreske olak\u0161ice za kvalifikovane tro\u0161kove MSP-ova u oblastima zelene i digitalne transformacije.<\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Finska<\/strong> &#8211; Fokus stavlja na podsticanje inovacija i zelenu tranziciju:<\/h4>\n\n\n\n<ol class=\"wp-block-list\">\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30);padding-right:0;padding-left:0\">Obimno finansiranje istra\u017eiva\u010dkih, razvojnih i inovacionih (RDI) projekata koji doprinose zelenoj tranziciji.<\/li>\n\n\n\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30);padding-right:0;padding-left:0\">Implementacija &#8220;Nordijskog modela usluga zapo\u0161ljavanja&#8221; za re\u0161avanje nedostatka radne snage, prilago\u0111enog individualnim potrebama.<\/li>\n\n\n\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30);padding-right:0;padding-left:0\">Promovisanje me\u0111unarodne trgovine i prekograni\u010dne digitalizacije za MSP-a.<\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Irska<\/strong> &#8211; Prioritizuje smanjenje regulatornih prepreka i unapre\u0111enje digitalne i zelene tranzicije:<\/h4>\n\n\n\n<ol class=\"wp-block-list\">\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30);padding-right:0;padding-left:0\">Uvo\u0111enje MSP testa (SME test) za pojednostavljenje regulatornih procesa. Test za MSP osmi\u0161ljen je kako bi pomogao regulatornim organima da identifikuju i uklone sve regulatorne prepreke koje mogu sprje\u010davati MSP-a da zapo\u010dnu, osnuju ili razviju svoje poslovanje.<\/li>\n\n\n\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30);padding-right:0;padding-left:0\">Programi poput &#8220;Fonda za digitalnu transformaciju&#8221; za podr\u0161ku usvajanju savremenih tehnologija.<\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Portugal<\/strong> &#8211; Nagla\u0161ava digitalnu transformaciju i poslovne inovacije:<\/h4>\n\n\n\n<ol class=\"wp-block-list\">\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30)\">Osnivanje Banco Portugu\u00eas de Fomento za podr\u0161ku kapitalizaciji i investicijama, omogu\u0107avaju\u0107i MSP-ima ulaganje u zelene projekte.<\/li>\n\n\n\n<li style=\"margin-right:var(--wp--preset--spacing--30);margin-left:var(--wp--preset--spacing--30)\">Pobolj\u0161anje digitalizacije malih i srednjih preduze\u0107a (MSP) kroz razne inicijative poput internacionalizacije putem online-trgovine, mentorstva za digitalnu tranziciju i vau\u010dera za startapove. Dizajniranje mjera koje specifi\u010dno odgovaraju potrebama jasno definisane ciljne grupe obezbje\u0111uje ve\u0107e u\u010de\u0161\u0107e i koristi za u\u010desnike. Efikasna komunikacija, pojednostavljene administrativne procedure i pravovremena implementacija tako\u0111e su identifikovani kao klju\u010dni faktori uspjeha ovakvih programa.<\/p>\n\n\n\n<p>Ograni\u010dena svijest: Mnoga MSP-a nisu svjesni dostupnih mjera podr\u0161ke, \u0161to nagla\u0161ava potrebu za sna\u017enim promotivnim kampanjama. \u0160iroka distribucija, podr\u017eana efikasnom promotivnom kampanjom, pokazala se kao klju\u010dna mjera u stvaranju svijesti i generisanju interesovanja kod velikog broja MSP-a.<\/p>\n\n\n\n<p>Ograni\u010denja u finansiranju: Nedovoljni resursi mogu ograni\u010diti obim i dostupnost inicijativa.<\/p>\n\n\n\n<p>Koordinacija zainteresovanih strana: Lo\u0161a saradnja izme\u0111u dr\u017eavnih tijela, privatnog sektora i MSP-a mo\u017ee ometati efikasnost programa.
